Upgrade to phpBB3 and a new homepage to something similar to this page?

With all this double or triple posting would an upgrade from phpBB2 to phpBB3 not fix the problem?

A new home page maybe http://www.joomla.org/ here is an example of the software http://www.mikadosoc.ie/

Joomla sucks balls. When I get time I will upgrade from phpBb whatever to the latest. Just that my host company hasn't bothered upgrading their handy one click upgrade thing for the forum.
